According to a European official, the summit participants are "getting closer to an agreement" on a package of six or seven different documents.

They cover:

  • Peace plan with 20 points, developed jointly by the EU and the US.

Although the final signatures will likely not be placed today (since all proposals must also be agreed with Russia), EU leaders may issue a joint statement regarding their security commitments.

Five Pillars of Peace

  1. Monitoring: control over compliance with the ceasefire.

  2. Support for the Armed Forces of Ukraine: continuation of military aid to Ukraine.

  3. "Reassurance force": placement of a multinational contingent in Ukraine after the war.

  4. Response commitments: an algorithm of actions for allies in case Moscow violates the ceasefire.

  5. Long-term defense: cooperation agreements with Ukraine for several years ahead.

Who is at the Table

The meeting features an unprecedented level of participants. In addition to Volodymyr Zelensky and Emmanuel Macron, it includes German Chancellor Friedrich Merz, British Prime Minister Keir Starmer, Turkish President Recep Tayyip Erdogan, and NATO Secretary-General Mark Rutte.

The United States is represented by Special Envoy Steve Witkoff and Trump’s son-in-law Jared Kushner. Their participation is critically important, as noted by one French official:

"We sought to bring the Americans closer to us, never agreeing to the idea that the US would abandon Ukraine"

Brussels has also finalized an agreement to provide Ukraine with 90 billion euros in loans, with the first payments expected no later than the second quarter of 2026.

Additionally, the “coalition of the willing” is preparing to agree on a ceasefire in Ukraine. The United States will take on monitoring compliance with the ceasefire conditions.

These negotiations indicate the seriousness of the international community's intentions to support Ukraine in difficult times.
