Inflation slowed down, but utility costs are rising: what became more expensive in 2025.
According to ТСН: The rate of price growth in Ukraine has slowed down, but expenses for utility services are still rising. This is especially noticeable in the cost of residential service, which directly affects the budgets of Ukrainian families.
According to the State Statistics Service, in November 2025, inflation in Ukraine decreased to 9.3% compared to 10.9% in October, but compared to last year, tariffs have still significantly increased.
Tariffs-2025: what has become more expensive and what has remained unchanged
Despite the overall slowdown of inflationary processes, tariffs for utilities have increased by 2.3% over the year.
The most significant price increases were seen in the management of multi-apartment buildings and the maintenance of adjacent territories.
Prices for gas, heating, and electricity for the population remain fixed by the government.
What has become the most expensive
The most significant jump is observed in the management of multi-apartment buildings — +10.9%. Costs for the following services have also increased:
waste collection — +6.3%,
housing maintenance and repairs — +3.2%,
water supply — +0.7%,
sewage — +0.6%.
However, a number of important services have remained with unchanged tariffs. This applies to electricity, natural gas, hot water, and heating.
The Cabinet of Ministers has extended the special obligations in the gas market until March 31, 2026. This means that the price for the population will remain at the level of 7,420 UAH per 1,000 cubic meters including VAT.
Prime Minister Yulia Svyrydenko emphasized that fixed tariffs also apply to budget institutions, ensuring stability of costs for utility services for organizations and households.
In addition, for families of deceased and injured journalists who were performing their professional duties, the government of Ukraine has started making payments. The first aid was received by the father of journalist Viktoriya Roschyna, who died in Russian captivity.
The situation with utility tariffs and inflation is significant for many Ukrainians. In the context of military conflict and economic difficulties, the stability of prices for gas and electricity can significantly alleviate the financial burden on families. At the same time, the government continues to support citizens affected by the war, providing necessary assistance to the most vulnerable segments of the population.
