Odesa's Municipal Guard to Be Disbanded

According to Novyny.live: The city of Odesa will incur costs exceeding 21 million hryvnias to disband its Municipal Guard service. This decision will significantly increase municipal budget expenditures, as the public utility 'Municipal Guard' is to be liquidated, forcing city departments to contract private security firms instead. This move reflects a broader trend in some Ukrainian cities to outsource public services.

Various city departments have already submitted requests for additional funding. Specifically, the Kyivskyi and Khadzhibeiskyi district administrations are each slated to receive nearly 3 million hryvnias. The Department of Education requires about 1.5 million hryvnias, while the Transport Department needs almost 1.49 million. The Capital Construction Management has stated a need for 720 thousand hryvnias, and the Department of Municipal Property requires 800 thousand. Additional financial resources are also needed by the Finance Department, which is asking for 534 thousand hryvnias, and the Department of Administrative Services with a request for 430 thousand.

Budgetary and Security Implications

Consequently, the dissolution of the 'Municipal Guard' will not only impact public safety in Odesa but will also impose extra financial strain on the city's budget. This will necessitate a reallocation of funds to ensure the continued operation of other essential services.

This situation underscores the critical importance of effective city budget management and the need to consider alternative pathways for ensuring the safety of Odesa's residents.

The elimination of a municipal structure without an adequate replacement could lead to increased social tension. Therefore, local authorities must carefully assess the consequences of this decision and seek optimal solutions for maintaining public order.
