Transfer of interbudgetary transfers in October 2025

According to inkorr.com: In October 2025, the Ministry of Finance conducted a transfer of interbudgetary transfers to the general fund of local budgets in the amount of UAH 16.9 billion in accordance with budget legislation.

This amount represents 100% of the planned allocations from the state budget for October, including:

  • basic grant of UAH 2.1 billion (100%);
  • additional grants amounting to UAH 1 billion (100%).

As of November 1, 2025, the balances in the accounts of local budgets and budget institutions for general and special funds amounted to UAH 169.8 billion, which is UAH 49.2 billion more than at the beginning of 2025.

'With these resources, local government bodies still have the opportunity to ensure funding for urgent needs at the local level,' the Ministry of Finance noted.

Funding for the cities of the capital region

According to information from the Ministry of Community and Territory Development, city communities in the capital region will receive over UAH 730 million for the completion of reconstruction projects. This concerns the Kyiv Regional Military Administration as well as the Bucha and Irpin city communities.

'The relevant decision was made at a meeting of the Cabinet of Ministers of Ukraine on November 5. The funds will be directed to the Ministry of Community and Territory Development from the Fund for Elimination of the Consequences of Armed Aggression, the remaining balance of which was formed as of January 1, 2025,' the agency stated.

These funds will enable the implementation of 30 projects, including: 21 residential buildings, 6 educational institutions, 2 civil protection facilities, and 1 medical facility.

Thus, in October 2025, the Ministry of Finance ensured the transfer of interbudgetary transfers, contributing to the financial stability of local budgets. The funding received will also help implement important infrastructure projects in cities of the capital region, which will improve the quality of life for residents.
