New Tax Reporting Forms Approved by Ukraine’s Finance Ministry: Key Changes Effective July 17, 2026.
What’s Changing in Tax Reporting
According to Мінфін — Крипто/Фінанси: Starting July 17, 2026, the Ministry of Finance of Ukraine has approved updated Tax Calculation forms that will reshape how tax agents, individual entrepreneurs, and independent professionals submit their reports. These revisions aim to streamline the reporting process and reduce administrative burdens.
Under the new rules, the updated forms will be mandatory from August 1, 2026. Reports for the second quarter of 2026 must be filed by August 10, 2026. Individual entrepreneurs and independent professionals have the option to continue using the current monthly form until the quarterly form is fully introduced.
Filing Procedures
The State Tax Service (STS) will accept and process Calculations for the period of April through June 2026. Notably, tax agents—excluding individual entrepreneurs and independent professionals—will still need to submit reports for July 2026.
If a taxpayer has already submitted a Calculation for all months using the monthly form, no resubmission is required after the quarterly form takes effect. However, if monthly reports were not filed for every month of the quarter, the quarterly Calculation should only cover those months for which reports were missing. These adjustments are designed to simplify tax compliance and ease the administrative load on businesses and tax agents.
The shift from monthly to quarterly reporting could significantly impact taxpayers’ obligations, as it reduces how often reports must be filed. This change may enhance tax administration efficiency and lower the administrative burden on entrepreneurs and tax agents alike.
