The Ministry of Development Launches Digital Permits for Buses: What Will Change

According to inkorr.com: The Ministry of Community and Territorial Development is implementing a new digital system for issuing permits for interregional bus routes.

According to the information from the Ministry, instead of the usual paper permits, carriers will receive electronic ones. This electronic permit can be downloaded in the online cabinet of the Unified Complex of Information Systems of Ukrtransbezpeka. Access to the digital permit will become possible after a competition, during which the carrier for servicing the route will be determined.

Advantages of the Electronic System for Carriers and Regulatory Authorities

Carriers will be able to make changes and perform other actions with the permit directly through the online cabinet.

Digitalization of permits and related processes will primarily minimize the bureaucratic burden on business and the state. Additionally, it concerns the transparency and openness of procedures, as the electronic permit prevents subjective influence on decision-making regarding the issuance of permits. Digitalization of the procedure will also reduce the time for processing applications for permits, as most information will be verified automatically.

The standardized permit form will help prevent manipulations and abuses during the execution of routes, as well as facilitate the verification of their authenticity for regulatory authorities. The permit will still specify the type of transport on which the route is performed. This will simplify the control over compliance with the requirements for the technical condition of the transport.

'Thus, electronic permits will initially apply only to those routes for which a new competition will be held through the online cabinet in the Unified Complex of Information Systems of Ukrtransbezpeka. For already existing routes, carriers will later have the opportunity to obtain an electronic permit,' the Ministry explained.

The Ministry of Community and Territorial Development plans to introduce a digital permit issuance system for bus routes, which will simplify the procedure for carriers and increase transparency in compliance with requirements in the field of road transport.

The introduction of electronic permits is set to be a significant step towards simplifying procedures in the transport industry. It will not only reduce bureaucracy but also lower the risks of abuses, contributing to greater trust in carriers. Time will show how effective the new system will be in practice.
