Mobilization in November 2025: who is subject to conscription under the new rules

According to inkorr.com: In November 2025, mobilization will take place in Ukraine in accordance with the law 'On Mobilization Preparation and Mobilization'. No changes in the mobilization procedure are planned, so everything will proceed according to the existing rules.

Who is subject to conscription

The following are subject to conscription:

  • Men aged 25 to 60 without military experience, who are healthy and do not have a delay or exemption;
  • Men aged 18-60 who have military experience.

People who were previously considered temporarily unfit for health reasons may also be called up after a re-examination and receiving the status of fit.

Youth aged 18-25

Individuals aged 18 to 25 cannot be conscripted for service until they reach 25 years of age. They become liable for military service only after crossing this age threshold. However, young people aged 18-24 may voluntarily join the service under the 'Contract 18-24' program.

Women and men over 60

Women can serve only at their own request, but medical staff and pharmacists must be on military registration. Men over 60 can sign a contract for non-combat positions under the 'Contract 60+' program.

Thus, in November 2025, mobilization in Ukraine will proceed according to existing norms. Men aged 25 to 60 without military experience, as well as those with military experience, are subject to conscription. Youth aged 18-24 can serve voluntarily, and women and men over 60 have the opportunity to serve at their discretion or sign contracts for non-combat positions.

In November 2025, a new wave of mobilization will begin in Ukraine, prompted by legislative norms. It is worth noting that the conscription will exclusively concern men, while providing opportunities for youth and specific groups of the population. It is important that all potential conscripts are informed of the new rules to avoid misunderstandings in the future.
