According to Novyny.live: Ukraine continues its mobilization efforts under martial law. Since early 2024, street-level notification teams from Territorial Recruitment Centers (TRCs) have been deployed, authorized to inspect citizens’ military registration documents. These teams consist of TRC personnel and officers from the National Police of Ukraine. Their mission is to enforce mobilization procedures and identify individuals on the wanted list.

TRC notification teams can legally demand that citizens present their military registration documents. However, TRC staff are prohibited from concealing their faces during mobilization operations, underscoring the requirement for transparency and legality in these activities. Additionally, these teams have the authority to detain persons who are officially listed as wanted.
A key innovation is the electronic military registration document (e-WOD) featuring a QR code, which can be stored in the 'Reserve+' app.
As expert Serhiy Bohun noted, 'The electronic military registration document (e-WOD) with a QR code in your 'Reserve+' app carries full legal weight, exactly equivalent to paper forms.'
He also remarked that 'any demands from TRC or police representatives for “additional wet-stamped certificates,” original draft notices, or other paper documents are illegal.'
As a result, mobilization measures in Ukraine are intensifying, and citizens should be prepared for document checks by TRC notification teams. It is important to remain calm and comply with the law, since the new electronic documents hold the same legal authority as traditional paper forms.
The heightened activity of TRC notification teams reflects a tightening of mobilization efforts in Ukraine amid ongoing military aggression. The digitization of military registration documents could streamline record-keeping and reduce risks associated with paper document forgery.
