Updated Regulations for International Carriers

According to Мінфін — Крипто/Фінанси: Starting July 15, 2026, the National Bank of Ukraine will permit international carriers to transfer foreign currency abroad. These funds will cover customs duties, taxes, and fees tied to shipping parcels into the European Union. This policy shift comes in response to the EU Council's decision on July 1, 2026, to eliminate the duty exemption for parcels valued under €150.

Benefits of the New Measure

Under these revised rules, international carriers can now make transfers to handle customs-related expenses. This change is expected to streamline the delivery of goods from Ukraine to EU countries. It also mirrors a similar framework already in place for payments from Ukraine to the United States, which has been active since September 2025.

The update aims to ease conditions for Ukrainian exporters and businesses involved in global trade. As a result, consumers should experience fewer delays when receiving parcels, as customs payments can be processed more efficiently. These steps highlight Ukraine's ongoing alignment with evolving international trade and customs standards.
