Since January 1, 2013, the State Register of Property Rights to Real Estate (SRP) has been operational in Ukraine. Now all ownership rights to housing, land plots, and other real estate are registered in a single digital database. However, owners who acquired property before 2013 need to register their rights additionally.
The Ministry of Justice emphasizes: it is important to register your rights in the register in order to be able to use state electronic services, receive compensation, or sell property without unnecessary bureaucracy. Such registration is important, especially in the context of conflict, when it becomes a necessity rather than just an option.
Who must register property rights in the State Register
This procedure is mandatory for those who became property owners before 2013, have outdated documents, and have not submitted them to the State Register of Rights. Otherwise, their rights will not have digital confirmation, which may complicate transactions, cases of document loss, or obtaining compensation.
Risks of real estate without registration in SRP
- Lack of access to state electronic services.
- Weak protection in the event of raiding.

How to register property rights in the State Register
There are several ways to register: contact a state registrar or notary, use the online portal 'Diia,' or prepare the necessary documents. By 2025, voluntary registration will gradually become mandatory to ensure asset protection.

The law does not force re-registration of property rights but recommends it for rights confirmation. This is especially important in the context of conflict, cases of document loss, or participation in state programs.
