New insurance rules from 2025: what fines await drivers

According to inkorr.com: Starting from 2025, a new insurance system will be implemented in Ukraine. Now all drivers must have an insurance policy that police can check during a stop. The fine for lack of insurance will be 425 UAH, and if it is not paid within 15 days, it will increase to 850 UAH. Additionally, drivers without insurance are required to compensate the damages to the victims of traffic accidents.

Along with administrative penalties, drivers without insurance must also compensate the damages to the victims in the event of an accident. The amounts of compensation can be significant, and the legislation will not protect the guilty party in this case.

From 2026, the introduction of an electronic insurance system is planned, which will allow automatic verification of policies through a single database.

Changes for certain categories of the population

Some conditions for combatants and persons with disabilities have been updated. They are no longer exempt from mandatory insurance, but will receive a 50% discount on the policy, which can only be issued to privileged categories.

Vehicles with foreign license plates will continue to use the 'Green Card' policy, and the rules for them remain unchanged.

Thus, starting from 2025, new requirements for mandatory insurance are introduced in Ukraine, including fines for lack of a policy. In the event of an accident, uninsured drivers will be required to compensate the damages to the victims, and a complete transition to electronic policies is planned for 2026.

The introduction of new requirements for mandatory insurance in Ukraine aims to enhance road safety and protect the rights of victims in road accidents. As the number of cars on Ukrainian roads increases, the new system is expected to encourage drivers to take their responsibilities more seriously and comply with the legislation.
