Parking Rates in Odesa

According to Novyny.live: Starting in April 2026, Odesa will maintain its current parking fees while stepping up enforcement of parking regulations. For context, the city introduced these rates in early 2025, and they have remained unchanged since. An hour of parking in the city costs 30 UAH. Payment is mandatory only on weekdays from 9:00 AM to 6:00 PM.

In addition to single-use payments, the city offers monthly and annual passes:

  • A monthly pass costs 2,500 UAH
  • An annual pass comes to 22,800 UAH

Various fines apply for parking violations:

  • The standard fine is 340 UAH
  • Parking an internal combustion engine vehicle in spaces reserved for electric cars carries a fine ranging from 340 to 510 UAH
  • Parking that obstructs traffic results in a fine of 680 UAH
  • Stopping under prohibited signs leads to fines between 255 and 510 UAH
  • Parking in spaces for people with disabilities incurs fines from 1,020 to 1,700 UAH
  • Failing to pay for parking after more than 10 minutes costs 600 UAH
  • Vehicle towing will set drivers back approximately 2,000 UAH

Notably, a 50% discount on fines is available if paid within 10 days, but the fine doubles if payment is delayed by more than one month.

Exemptions and Enforcement

Certain groups in Odesa are eligible for parking benefits. These include:

  • people with disabilities
  • combat veterans
  • individuals affected by the Chornobyl disaster
  • staff of diplomatic missions

To tighten compliance with parking rules, the introduction of new rates and penalties aims to improve the overall parking situation in the city.

The implementation of updated parking fees and stricter enforcement in Odesa could positively impact parking conditions, particularly by reducing the number of violations.

Given the steep fines for various offenses, drivers should exercise caution and follow the rules to avoid significant costs. It is also important that benefits for certain categories of people remain in effect, reflecting the local government's social responsibility.
