These assaults have exacerbated an existing electricity deficit, prompting local authorities to implement measures to support the civilian population. Head of the Odesa Regional Military Administration, Oleg Kiper, stated that energy crews are working intensively to restore power.

"All our energy workers are currently doing everything possible to restore supply," said Oleg Kiper.
Meanwhile, the region is adhering to strict schedules for power outages, which significantly complicates daily life for residents.

Resilience Hubs and Civilian Support

To aid the population, over 500 'resilience hubs' have been activated across the Odesa region. Oleg Kiper reported that

"we have opened more than 500 points and are keeping another 200 in reserve for immediate deployment," said Oleg Kiper.
These hubs provide essential resources and assistance to those in need.

Kiper added that emergency services are on the ground providing direct aid to victims. "I have just returned from the site; there are requests from people for window and door replacements. All relevant services are now working to provide this assistance," he stated.
