According to Novyny.live: A United Nations independent commission investigating the war in Ukraine has concluded that Russia's forced transfer of Ukrainian children constitutes a war crime. The commission's report documents the deportation or displacement of at least 1,205 children to Russia or occupied territories. The vast majority of these children have not yet been returned to Ukrainian-controlled territory. This systematic practice has drawn comparisons to historical acts of cultural erasure.

Ukrainian Ombudsman Dmytro Lubinets states that while Ukraine has managed to repatriate over 2,000 children, more than 700,000 remain in temporarily occupied areas. President Volodymyr Zelenskyy has also confirmed the return of approximately two thousand children. In February 2023, five Ukrainian children were successfully brought back from temporarily occupied territories and Russia.
