Many Ukrainian pensioners receive a lower pension than they expected

According to inkorr.com: In Ukraine, many pensioners who have reached the age of 65 hope for a pension of 3758 hryvnias, but not everyone can obtain it. The main reason for this is two important conditions: official employment and insufficient insurance experience.

Expert Kateryna Kotenko shared this on the YouTube channel 'Znai.ua'.

The Origin of the Amount 3758 Hryvnias

This amount is not accidental – it was formed as a result of indexing the base amount of 3200 hryvnias by 11.5%. Kateryna Kotenko considers this initial amount too low:

“To be honest, it’s laughter through tears.”
After indexing, 3758 hryvnias became a certain benchmark for pensioners over 65 years old.

The First Condition: Lack of Official Employment

The main condition is that the pensioner must not be officially employed. If a person continues to work and receives an official salary, they are not entitled to this supplement.

 

“The logic of the state is as follows: if you work, you have additional income, so you can somehow live without this supplement,”
Kotenko says.

The Second Condition: Required Insurance Experience

The second condition concerns the duration of insurance experience:

  • For women — at least 30 years.
  • For men — at least 35 years.

It is worth noting that these requirements are gradually increasing, and by 2028, they will be 35 years for everyone. If a pensioner lacks even a few months to the required experience, they lose the right to the supplement, and their pension is considered 'incomplete'.

Injustice for Those Who Worked More

Interestingly, even those with long service (40-45 years) do not receive any additional advantages. Their pension is equal to that of those who barely reached the minimum service threshold.

 

The Future

The government plans to implement a large-scale pension reform that may come into effect in 2026. As a result of these changes, the supplement for 65-year-olds may disappear, and a single base amount may be offered for everyone instead.

The expert advises pensioners to be active and protect their rights.

 

“Our pensioners deserve not a handout, but respect. Don’t remain silent, be sure to check everything with the Pension Fund. Insist, demand, ask, because no one else will do it but you,”
Kotenko concluded.

If you have reached the age of 65, are not working, and have the required experience, but do not receive the mentioned amount, contact the local Pension Fund office to check and recalculate your payments.
