Updated Pension Rules for Migrant Workers Take Effect in 2026

According to Novyny.live: Revised regulations concerning the recognition of foreign work experience for state pensions will remain in force starting in 2026. Under the new requirements, this option will be available only to individuals who have worked in countries that have signed relevant international treaties with Ukraine. This change enables labor migrants to count periods of employment abroad toward their total qualifying insurance record for a domestic pension. This reform addresses the growing number of Ukrainians seeking employment opportunities outside their home country.

According to Law No. 1058-IV 'On Mandatory State Pension Insurance', periods of work abroad can be included in the total insurance record. To apply, citizens must submit a special pension application along with supporting documentation. Upon receiving the application, the Pension Fund must contact the Ministry of Foreign Affairs within five working days.

It is crucial to note that documents confirming employment abroad will be recognized in Ukraine only if they are properly legalized. Periods of foreign work can be credited to the total insurance record immediately after the supporting documentation is received. If documents arrive later, the application's acceptance date will be considered the day the documents are obtained from the foreign country. Consequently, these new rules are expected to help a larger number of labor migrants qualify for pensions by accounting for their work experience abroad.

Impact of the Legislative Changes on Migrant Workers

The legislative amendments regarding the recognition of foreign work experience could significantly affect the pension benefits of Ukrainian migrant workers employed outside the country. The changes will make it easier for them to integrate their foreign employment periods into the Ukrainian pension system.
