The pension fund recalculated subsidies: who had changes in payments for utilities.

The press service of the Pension Fund of Ukraine reported that in September recipients of housing subsidies noticed changes in payments compared to the previous month. This was a result of a planned recalculation conducted for families with significant income changes.
Impact on households
Households in which average monthly incomes changed by more than 50% were subject to adjustment. Pension Fund specialists compared citizens' incomes for the first six months of 2025 and the last six months of 2024, and if significant fluctuations were detected, the amount of subsidies was changed.
If significant fluctuations in income of ±50% are detected, the amount of the subsidy has been adjusted accordingly.
Payment situation
The changes only affected those social support recipients who experienced objective changes in their financial situation. Citizens with stable incomes continue to receive subsidies at the previous amount. The recalculation of subsidies and benefits for September was based on August indicators.
At the beginning of September, the Pension Fund of Ukraine allocated 1.143 billion hryvnias for funding housing subsidies and social benefits.
Thus, the Pension Fund of Ukraine adapted the amounts of subsidies for utility services for individual recipients depending on income fluctuations. Citizens with new financial circumstances received updated payments, while those whose incomes remained stable continue to receive subsidies at the same amount. In September, over 1 billion hryvnias were allocated for these purposes.
