eQueue for Trucks: New Rules for Border Crossing and Priority Cargo.
The Ministry of Development of Communities and Territories of Ukraine has approved new rules for using the 'eQueue' service for freight transport.
They explained how the conditions for border crossing through the 'eQueue' service will change on the Government Portal.
Who the new rules will expedite border crossing for
The aim of the new rules is to make waiting in line more predictable and to prioritize important cargo. According to Vice Prime Minister for the Reconstruction of Ukraine and head of the Ministry of Regional Development Oleksii Kubel, the system update will allow carriers to cross the border at a clearly defined time, and the process will become more transparent and convenient.
The rules provide for priority entry to checkpoints for trucks:
- with perishable products;
- with transit declaration T1 or TIR carnet;
- from enterprises with Authorized Economic Operator (AEO) status.
The ratio of such cargo will be determined by the formula: 1 AEO/T1/TIR truck with perishable cargo; 1 truck with perishable cargo; 1 AEO/T1/TIR truck; 5 trucks without priority.
Vehicles of the Security and Defense Forces of Ukraine that are on official duty will be able to cross the border out of turn.
What will change for all carriers
Another key innovation is measures to maintain queue predictability. This concerns preventing cases where carriers book a spot 'just in case' without planning actual transportation, which creates chaotic delays, especially during periods of mass cancellations or rescheduling.
To achieve this, the system will limit the number of postponements and cancellations. In particular, the queue can only be extended once every 60 days for each truck, and the entrance to the checkpoint can only be postponed once for 4, 6, 8, or 10 hours.
It is possible to cancel a spot in the queue, but for violations, the system will automatically block re-registration of this truck for 2 weeks. This will happen if:
- the truck fails to show up in the queue without cancellation twice;
- the truck crossed the border without registering in 'eQueue';
- false information about the driver, cargo, or transport was provided;
- it was indicated that the truck was empty, although it was carrying cargo;
- the spot was canceled twice when the truck was already heading to the checkpoint;
- the user canceled the queue twice within a month less than a day before departure.
Currently, the 'eQueue' team is adapting the technical functionality of the system to the approved requirements. Overall, the service works for licensed freight trucks and buses at checkpoints with all countries. Since its launch, over 2.2 million vehicles have used the online queue, of which over 200,000 are buses.
Earlier, we wrote that for most Ukrainian citizens, crossing the state border is possible only with a foreign passport. The preferential conditions introduced at the beginning of the full-scale invasion, which allowed leaving the country with an internal passport, will no longer be in effect.
We also reported that a new ticket sales system for international bus routes is being planned in Ukraine. The government is working on creating a mobile application that will allow purchasing travel documents only from reliable and verified carriers.
Conclusion
The new rules for using the 'eQueue' service for freight transport are designed to ensure a more transparent and faster border crossing, prioritizing important cargo and improving conditions for all carriers. The changed conditions introduce new prioritization rules and limit abuse of the queuing system to ensure process efficiency.
