According to Novyny.live: In 2026, Ukrainian citizens will have access to an open electronic service called the Unified Debtor Register to check for outstanding financial obligations. This system provides a way for individuals to review their debts and obtain details on any active enforcement proceedings against them. This centralized register is part of ongoing efforts to modernize financial transparency in the country.

To perform a search in the register, you will need to provide your full name, date of birth, and, if required, your identification code. Should an open enforcement proceeding exist, the registry will display the following information:

  • The enforcement proceeding case number;
  • Banking details for debt repayment;
  • The specific type of debt;
  • Details of the enforcement officer handling the case;
  • The authority that issued the enforcement document.

A key financial consideration for 2026 involves the taxation of forgiven debt. Any amount of written-off debt exceeding 25% of the official minimum wage will be subject to income tax. With the minimum wage set to be 8,647 UAH as of January 1, 2026, this establishes a tax threshold of 2,161.75 UAH. Consequently, any debt forgiveness above this sum will be classified as taxable income for the debtor.
