According to inkorr.com: Changing mobilization methods, lowering the conscription age, or increasing penalties for draft evaders are ineffective strategies. The Armed Forces of Ukraine require deep systemic changes that will make the army more productive and attractive to volunteers.
According to Petrenko, mechanically increasing the number of mobilized without addressing internal issues in the army will only lead to mass voluntary departures from units (VDP).
The military emphasized that people are willing to serve voluntarily, but they choose units where there are real changes and respect for personnel. He also noted that volunteers join not only well-known brigades, such as the 3rd Assault, but also other units where modern approaches are implemented.
'Systemic changes are needed in the army. This is the management system, this is the attitude of commanders towards subordinates, this is intelligence, this is planning combat operations, this is medical service,' - he explained.
Petrenko is convinced that improving service conditions is a key factor for increasing motivation and combat readiness. According to him, in units where these changes are already being implemented, the lowest losses are observed compared to the level of combat operations, which attracts motivated fighters. In his opinion, such examples should become the basis for reforming all Armed Forces.

It is also worth mentioning the scandal in the 125th brigade, where military personnel express threats of possible voluntary departures from units due to transfers to assault units.
In the context of military conflicts, it is important to emphasize the need for systemic changes in the Armed Forces. Increasing motivation and creating a favorable environment for volunteers can significantly enhance the effectiveness and combat readiness of the army.
