South Korea's Potential Entry into PURL: Implications for Ukraine's Ammunition Supply.
Ukraine and South Korea Forge a Defense Partnership
According to UATV: South Korea could become a key partner for Ukraine in defense technology and ammunition by joining the PURL program. This statement was made by Viktor Yahun, Director of the Security Sector Reform Agency. He noted that against the backdrop of the ongoing war in Ukraine, South Korea is considering expanding its support for the country, specifically through the supply of 155mm caliber ammunition. The PURL initiative is a multinational effort to coordinate and accelerate military aid for Ukraine.
On February 22, 2023, Viktor Yahun explained that obstacles to providing aid to Ukraine may have arisen from South Korean legislation, which prohibits the sale of weapons to countries at war. However, he expressed hope that South Korea has made the right decision, as
"helping Ukraine in this war is, first and foremost, helping oneself"— Viktor Yahun. Yahun emphasized that a country which has technically been at war for 70 years possesses valuable experience that could be useful for Ukraine.
International Support for Ukraine
It was also noted that Latvia will allocate 10 million euros for armaments for Ukraine under the PURL program. Viktor Yahun observed that if agreements can be reached, South Korea or Japan might be able to provide assistance to Ukraine, even through intermediaries. These steps could significantly strengthen Ukraine's defense capabilities amid the continuing conflict. South Korea's advanced defense industry is among the world's largest exporters of artillery shells.
South Korea's potential involvement in the PURL program could mark a significant step in bolstering international support for Ukraine during the war. Korea's experience in confronting aggression could prove valuable in developing defense strategies and enhancing cooperation between nations. Furthermore, Latvia's participation and the potential engagement of Japan demonstrate growing international solidarity in support of Ukraine's fight for independence and territorial integrity.
