Ukraine’s Luxury Property Tax: Who Faces a 25,000 UAH Surcharge in 2026.
Real Estate Taxation in Ukraine
According to Novyny.live: Homeowners in Ukraine are required to pay an annual property tax, along with an additional 'luxury tax' when the size of their real estate exceeds certain thresholds. The tax rates and collection procedures are outlined in the Tax Code of Ukraine, and these rules apply to both apartments and houses.
Starting in 2026, the square footage limits for triggering the luxury tax are set at 300 square meters for apartments and 500 square meters for houses. If a property surpasses these limits, the owner must pay an extra 25,000 Ukrainian hryvnias for each such property. It is also important to note that late payments result in penalties of either 10% or 20% of the outstanding amount.
Property Tax Exemptions
In 2026, tax exemptions apply to properties whose total area does not exceed the following thresholds:
- 60 square meters for apartments,
- 120 square meters for houses,
- 180 square meters for multiple buildings.
Additionally, exemptions are available for housing located in active combat zones, as well as for pensioners, combat veterans, and individuals with disabilities.
These updated property tax regulations in Ukraine aim not only to generate revenue for the state budget but also to provide support for socially vulnerable groups. Property owners should familiarize themselves with these changes to avoid potential financial penalties and to take advantage of available exemptions.
The reforms to Ukraine’s property tax system reflect the government’s efforts to promote social fairness and fiscal stability.
By establishing clear size limits for taxable properties and introducing relief for specific categories of citizens, the government is working to balance the interests of the most vulnerable populations. Real estate owners must stay informed about the new requirements to respond in a timely manner and avoid fines.
