According to Novyny.live: Ukraine remains under martial law and a general mobilization, leading to active efforts to issue military summons to all eligible men, including those residing outside the country. This has caused significant concern among citizens abroad who are uncertain of their legal obligations. The ongoing conflict has created complex legal challenges for the Ukrainian diaspora worldwide.
According to lawyer Roman Kychko, summons can be sent to an updated foreign address if a person liable for military service has registered their current place of residence in the 'Reserve+' app. This means that if an individual, for example, lives in the USA and has provided their American address, they should not receive summons sent to their old registered address in Ukraine.

However, a risk exists that summons may still be sent to the old Ukrainian address due to the lack of a formal mechanism for sending documents abroad. In such cases, Kychko advises individuals to contact their Territorial Recruitment Center (TRC) to clarify the situation.
