Mobilization and protection of the rights of the disabled in Ukraine

The latest changes in legislation regarding mobilization in Ukraine concern the guarantees for the protection of the rights of persons with disabilities. According to the laws, citizens of Ukraine with officially confirmed disability status have the right to deferment from military service and are exempt from mobilization. This information is reported by UNIAN.

As part of the reform of the medical and social expertise system, new mechanisms for verifying disability status are being introduced. Special expert groups will have the authority to confirm or revoke disability status. Special attention is given to citizens who received disability status after the beginning of the invasion on February 24, 2022.

An interesting piece of news is the possibility of remote confirmation of status using the 'Reserve+' application for those who already have the relevant documents. This significantly simplifies the procedure and avoids the need for in-person visits to territorial recruitment centers.

Despite citizens' concerns about the possible cancellation of deferment for persons with third-group disabilities in the fall of 2024, such changes have not been implemented. The only way for persons with disabilities to enter the Armed Forces of Ukraine remains voluntary enlistment after passing a military medical commission.

The law provides for cases where additional confirmation of disability status is not needed. This applies to persons with severe injuries sustained during military service, loss of limbs or paired organs, mental disorders, oncological diseases, and other serious health impairments.
