Draft Law on Ratification of the EU Financial Assistance Agreement for Ukraine

According to Novyny.live: A bill has been submitted to Ukraine’s parliament, the Verkhovna Rada, seeking approval for a landmark financial agreement with the European Union worth €90 billion. The legislation covers the ratification of a Memorandum of Understanding between Ukraine and the EU, negotiations for which concluded on May 20. The document was signed by Valdis Dombrovskis, the European Commissioner for Economic Affairs.

The first tranche of funding under this agreement is expected to arrive as early as June. Macro-financial assistance for 2026 is projected at €8.35 billion. Total budget support could reach approximately €16.7 billion, while defense-related aid is estimated at around €28.3 billion. Combined, the expected support for Ukraine in 2026 may total roughly €45 billion.

On May 13, President Volodymyr Zelenskyy announced that Ukraine anticipates a €90 billion aid package from Europe in June. This legislative move is critical for ensuring Ukraine's financial stability and sustaining its capacity to address ongoing challenges.

Why Ratification Matters

Ratifying this EU financial assistance agreement is a pivotal step for Ukraine, strengthening its economic position and securing resources to manage the fallout from crisis situations. Given the scale of the planned aid, this deal could significantly influence the country’s socio-economic development and its ability to maintain defense capabilities under difficult circumstances.

Successful passage of this bill also highlights the deepening cooperation between Ukraine and its European partners, reinforcing the country’s progress on its path toward European integration.
