Reform of the MSEC: the Ministry of Health explained how Ukrainians can establish disability in 2025.
Disability under new rules
Starting January 1, 2025, a new system for establishing disability will come into effect in Ukraine. Instead of a medical and social examination, an assessment of daily functioning will be used. The goal of the reform is to simplify the procedure and avoid corruption risks.
Electronic system and expert teams
The new procedure will be carried out digitally, helping to avoid corruption. Additionally, a single document will be introduced instead of multiple conclusions. The assessment will be conducted by medical teams located in 300 hospitals across the country.
Center for Functional State Assessment
A new body will be created to oversee expert decisions and review contested cases. An important requirement is to ensure data confidentiality until the assessment is completed.
For existing persons with disabilities
- Documents issued previously will remain valid but may be reviewed at the person's request or by court decision.
- Re-examinations will automatically continue every 6 months for individuals with a review period.
Improvements in the system
- Simplification of document flow.
- Public access to analytical data on the work of expert teams.
- Restoration of disability establishment procedures for children.
These changes are aimed at simplifying the process of obtaining disability status and addressing systemic issues that existed in medical and social expertise.
It is also worth mentioning that in Kyiv region, payments of 10,800 hryvnias will be made.
