Ukrainians have accumulated a record 106 billion in utility debts: who is to blame.
According to inkorr.com: A unprecedented amount of debt for utility services has been recorded in Ukraine, exceeding 106 billion hryvnias. As of September 2025, data from 'Opendatabot' shows that there are more than 788 thousand enforcement proceedings opened in the country.
Situation in the regions
The worst debt repayment indicators are observed in the frontline areas, particularly in Dnipropetrovsk, Kharkiv, and Donetsk regions.
Compared to July 2024, the number of proceedings increased by 13%, from 701 thousand to over 788 thousand. If we take a longer period, the volume of debts has increased by one and a half times since the beginning of the full-scale war, and compared to January 2021, it is more than double. At that time, there were only 344 thousand proceedings in the register.
Regional indicators
Dnipropetrovsk region remains the leader in the number of debtors - more than 150 thousand open proceedings. In second place is Kharkiv region with more than 128 thousand cases, and Donetsk region takes third place with over 81 thousand proceedings. Significant indicators are also observed in Poltava and Zaporizhia regions.
The majority of the debts relate to heat supply, accounting for more than 330 thousand cases or 42% of all proceedings. Unpaid bills for water, housing services, energy supply, and gas follow.
Age category of debtors
Statistics show that middle-aged people accumulate the most debts. In the age group of 46-60 years, there are over 302 thousand proceedings registered, which accounts for 38% of the total. Similar indicators are observed in the groups from 36 to 45 years and those older than 60 years, who have accumulated about a quarter of all debts.

The problem of utility debts in Ukraine is becoming increasingly serious, especially in frontline regions. The main factors for the increase of debts are rising tariffs and the overall economic instability in the country. This situation causes concern among the population, as many people find themselves in difficult financial circumstances due to the war and certain economic difficulties. The authorities need to find effective solutions to help citizens cope with these challenges.
