Reuters: The White House is developing a plan to lift sanctions on Russia amid negotiations regarding Ukraine.

The U.S. administration is looking to ease sanctions against Russia to improve relations and resolve the conflict in Ukraine. The White House has asked the State Department and the Treasury Department to compile a list of sanctions that may be lifted. Relevant divisions are proposing to remove restrictions on certain Russian individuals, including oligarchs. This indicates the Trump administration's willingness to compromise with Moscow.
It is still unclear what conditions the U.S. will set before Russia in exchange for easing sanctions. The Kremlin previously complained about negative relations with the U.S. during Biden's presidency, but Trump began negotiations with Moscow. The process started with a phone call between Trump and Putin. Treasury Secretary Scott Bessent stated that Russia could receive some relief if it approaches the negotiations constructively.
The Russian economy is currently suffering from pressure measures imposed by the West and needs relief. The Kremlin has expressed readiness for economic cooperation with the U.S., but this could be a tough task without easing sanctions. For this to be possible, Trump will need support from Congress.
