Russia Intensified Attacks on Civilians During Trump's Negotiations: UN Data.
According to ТСН: Russia has significantly ramped up attacks on the civilian population of Ukraine since U.S. President Donald Trump began efforts to end the war.
According to an analysis presented to Bloomberg, around 2400 Ukrainian civilians died from Russian attacks in 2025, with nearly 12,000 more injured. These figures are 30% higher than in 2024. The data aligns with UN statistics released this week.
The report states that since the beginning of Russia's full-scale invasion in February 2022, the total number of civilian deaths in Ukraine has reached approximately 15,000, with over 40,000 injured. Among the casualties are at least 758 dead children and 2445 injured.
Increase in Attack Intensity
The authors of the assessment do not draw conclusions about the Kremlin's motives but note that the intensity of attacks significantly increased each time the Trump administration attempted to promote peace talks. More than 2000 of the projected civilian deaths for 2025 occurred following Trump's phone call with Russian President Vladimir Putin in March, during which both sides agreed to begin peace negotiations.
The document also indicates that in the months following Russian officials' participation in the first direct negotiations with Ukraine in May, Russia conducted 40 massive aerial attacks, which became the most powerful during the war. After Trump's meeting with Putin in August in Anchorage, Russian forces launched an average of about 5300 drones per month, more than five times the average for 2024.
Entering a New Phase of the Conflict
After the release of information about a 28-point plan to end the war, allegedly developed by American and Russian officials in November, Russia estimates that it has launched over 9000 drones and 350 missiles at Ukrainian cities. As a result of these attacks, more than 220 civilians have died.
European officials commenting on the Bloomberg report noted that this data indicates Vladimir Putin does not take peace negotiations seriously and likely seeks to strengthen his position by demonstrating readiness for escalating violence and pressure on Ukraine. The Kremlin has yet to respond to the agency's request for comment.
Previously, analysts predicted that the end of Russia's war against Ukraine is unlikely until 2026. The reasons why the conflict is unlikely to end this year, as well as the factors affecting the negotiation process, are outlined in the material.
