Recruitment of Individuals with Criminal Backgrounds
According to UATV: Latvia's State Security Service (VDD) has disclosed that the Russian Federation is recruiting individuals with criminal records to carry out acts of sabotage across Europe. According to VDD chief Normunds Mežviets, Russian intelligence services had planned to set fire to trucks with Ukrainian license plates at critical infrastructure sites. This tactic appears designed to sow confusion and shift blame for the attacks.
The primary objective of these Russian services is to execute attacks on military installations and other critical infrastructure. Mežviets further reported that they have compiled a list of potential sabotage targets, which includes:
- memorials
- power supply facilities
- warehouses storing flammable goods
- military objects
Several incidents occurred on Latvian territory last year, which are currently under investigation. This intelligence points to an escalating threat from Russian intelligence operations, with potentially serious consequences for regional security.
A Growing Regional Security Threat
Reports indicate that the increased activity of Russian intelligence services in Latvia and other European nations may signal a new Kremlin tactic amidst rising regional tensions. The recruitment of individuals with criminal pasts to perform sabotage complicates the security landscape, as these operatives may be less conspicuous to law enforcement agencies. This development follows a pattern of Russian hybrid warfare aimed at destabilizing European societies.
