Russia uses civilian vessels for reconnaissance: threats to maritime security.
According to inkorr.com: The Naval Forces of Ukraine reported that Russia systematically engages civilian vessels for reconnaissance and subversive actions at sea. In particular, they use a 'shadow fleet' based on forged maritime flags of countries that have no right to issue them. This is a violation of international maritime law.
'Russia has previously used civilian vessels for conducting reconnaissance. This is a typical practice for them. Such a hybrid approach they apply in all areas, from information to combat,' explained a representative of the Ukrainian Naval Forces.
According to him, Russia actively uses this tactic to hide its military actions and to engage in conflicts of various situations.
Threat to maritime security
