Ukraine and EU Plan to Seize Russia’s Shadow Fleet, Which Generates 40% of Kremlin’s Revenue.
How Russia’s Shadow Fleet Fuels Its War Economy
According to UATV: Russia’s shadow fleet has become a critical engine for financing the country’s state budget, funneling up to 40% of federal revenue to the Kremlin. Moscow has deployed over 1,500 vessels as part of this covert operation. Among them, 611 oil tankers are already under international sanctions. This massive network complicates global efforts to track Russian oil shipments and enforce existing restrictions.
Economic Figures and International Responses
By March 2023, the price of Urals crude on India’s western coast had exceeded $121 per barrel. During the first 22 days of that month, Russia shipped an average of 1.14 million barrels of oil per day to India. In that same period, Moscow earned roughly $7 billion from energy exports, demonstrating that its economic activity continues despite sanctions.
Ukrainian President Volodymyr Zelenskyy has pointed out that this shadow fleet is systematically transporting not only Russian oil but also Iranian crude. This highlights the global scale of the problem and the challenges Kyiv and the international community face in curbing abuses in the energy sector.
French President Emmanuel Macron has confirmed that a war involving Iran will not stop France from supporting Ukraine.
Over the past week, Russia has also escalated its military campaign, launching more than 1,500 attack drones and nearly 1,300 guided aerial bombs against Ukraine.
As a result, Russia’s shadow fleet remains a cornerstone of the country’s financial architecture, severely hindering international efforts to limit its economic activity. The situation continues to alarm the global community, which is searching for effective ways to counter sanctions evasion and bolster support for Ukraine.
With the ongoing conflict between Russia and Ukraine and the tightening of international sanctions, controlling Russian oil shipments has become increasingly urgent. The shadow fleet, actively used to bypass restrictions, not only props up the Russian economy but also threatens global security. How the international community responds to these challenges could shape the region’s future and impact worldwide energy markets.
