Russia Failed to Achieve Its Strategic Goals, Says Ukraine's Foreign Minister, Urging Continued Sanctions Pressure.
Statement from Ukraine’s Foreign Minister
According to UATV: On May 29, Ukrainian Foreign Minister Andrii Sybiha declared that Moscow has not reached its strategic objectives in the war against Ukraine. He stressed the need to keep up the pressure on the aggressor through ongoing sanctions. Sybiha emphasized that to bring peace to Ukraine,
“conditions must be created where the aggressor has no alternative but to end the war.”

During his address, the minister highlighted the importance of bold political decisions, including opening all negotiation clusters and advancing Ukraine’s membership in the European Union. He also announced that Ukraine expects to receive a license to produce PAC-3 missiles for Patriot systems—a significant step toward strengthening the country’s defense capabilities.
Other priorities outlined by Ukraine’s Ministry of Foreign Affairs include:
- new defense packages;
- contributions to PURL;
- investments in Ukraine’s defense industrial base;
- enhancing air defense capabilities;
- joint efforts to counter ballistic threats;
- bolstering defense and resilience ahead of winter.
These initiatives are part of Ukraine’s broader strategy to address the challenges posed by the ongoing war.
The foreign minister’s remarks underscore the critical role of international support and sanctions as tools to pressure Russia. Continued military and political efforts, along with stronger defense capabilities, remain essential for Ukraine amid the protracted aggression. The prospective license to manufacture advanced missile systems also reflects Ukraine’s drive to modernize its military technology and deepen ties with international partners.
