Ministry of Defense Obligates Territorial Recruitment Centers to Use Video Recorders: What the Cameras Will Document.
According to inkorr.com: The Ministry of Defense of Ukraine has approved a new instruction regulating the use of body-worn video recorders by employees of the Territorial Recruitment Centers (TRC). As of September 1, this requirement has become mandatory for employees working in the notification groups of the TRC. The main purpose of this innovation is to ensure transparency and compliance with the law during mobilization activities, as well as to increase accountability.
The use of video recorders by members of notification groups already has a legal basis
At the same time, the Ministry of Defense has begun working on the creation of a specialized information system that will organize the video recording process to avoid possible violations. The instruction developed and approved by the agency clearly regulates the rules for using the cameras and establishes general requirements.
Rules for Using Body-Worn Video Recorders
- Notification of individuals captured on video about the use of the camera.
- Activation of recording from the moment of duty performance by TRC employees.
- Continuous recording until the notification is completed.
- Video fixation on the uniform of the serviceman.
- Prohibition of deletion, alteration, or disabling of recordings.
After the working day is over, servicemen are required to submit the video cameras for monitoring and storage of information on a central server. This process is supported by the Military Law Enforcement Service of the Armed Forces of Ukraine to prevent unauthorized access to video materials.
The video recordings will be stored on the server for 30 days, but the term may be extended if necessary, for example, during criminal investigations or when reviewing complaints. The responsibility for the use of video recorders is assigned to the responsible employee of the TRC and SP.
Protection Against Malicious Actions
The introduction of body-worn video cameras will positively impact discipline and protect both employees and citizens from potential abuses. The recorded materials will serve as impartial evidence in disputed matters and ensure protection against unlawful actions.
Thus, the Ministry of Defense has obligated the employees of the Territorial Recruitment Centers to use video recorders to achieve transparency and compliance with the law in mobilization processes. This innovation aims to increase accountability and prevent possible abuses. The Ministry of Defense's instruction establishes clear rules for using the cameras and requires mandatory storage of video recordings for further monitoring and potential use in investigations.
