According to inkorr.com: The press service of the Main Service Center of the Ministry of Internal Affairs explained that a driver must have a license with them during a stop - whether in paper or digital form. Many Ukrainians have already used electronic copies through the 'Diia' or 'Driver's Cabinet' applications, which is much more convenient for verification. However, not all licenses are automatically available in online services, especially those issued before 2013.

Drivers who cannot use electronic copies must have a physical document with them, as its absence may result in a fine. To obtain a digital version of the license, one needs to exchange the old document at the Ministry of Internal Affairs service center, so until then, it is better to have a valid paper or plastic driver's license with you.

Fines for lack of a license

  • Driving without a license: 425 hryvnias
  • Driving without a permit or handing the car to a person without a license: 3400 hryvnias
  • Driving after license suspension: 20,400 hryvnias
  • Repeated violation: 40,800 hryvnias + suspension of the right to drive for 5-7 years

How to exchange a license

To exchange the old license, one needs to pre-register at the Ministry of Internal Affairs service center, both online and directly at the center. It is necessary to have a passport, tax number, old license, and medical certificate with you. The cost of a new plastic license is approximately 608 hryvnias, and it can be obtained on the day of application.

It is recommended to check the availability of your license in 'Diia' or 'Driver's Cabinet' and exchange it if necessary.
