Sergei Vasilyevich Kivalov - People's Deputy of Ukraine of the III-VIII. During the presidential election in 2004, he was the chairman of the Central Election Commission, which led to the Orange Revolution.
Academician of the National Academy of Legal Sciences of Ukraine, Academician of the National Academy of Pedagogical Sciences of Ukraine, President of the National University Odessa Law Academy.
Place of birth. Education. Born in the Moldavian SSR - in Tiraspol. He spent his childhood in the Odessa region. In 1980, he graduated from the law faculty of the Swerdlov Law Institute, specializing in law.

Career. 1980-1985 - Aspirant, lecturer, chairman of the trade union committee of the Swerdlov Law Institute.
After defending his dissertation, Kivalov worked from 1985 to 1990 in internal affairs. He was the commander of a reaction unit of the UVD of the Swerdlov region, a senior lecturer, head of the cycle for administrative law and administrative activity at the Odessa Police School.
1989-1997 - Lecturer, Senior Lecturer, Associate Professor, Professor, Head of the Department of Maritime Law and Customs Law, Vice-Rector for Educational Work of the Scientific Institute of Odessa I. M. Mechnikov State University. During this time (from 1990-1998), he was also a member of the October District Council and later of the Odessa City Council.
Since April 1997 - Rector of the Scientific Institute of Odessa I. M. Mechnikov State University (since December 1997 of the Odessa State Scientific Institute).
1998-2004 - President of the Odessa State University of Legal Sciences (in April 2000, the university gained the status of a National University).
In March 1998 and October 2003, Kivalov became a member of the Supreme Judicial Council. From May 2001 to March 2004, he headed the Supreme Judicial Council.
In 1998, he was first elected People's Deputy of Ukraine. He headed the subcommittee on parliamentary reforms and parliamentary control of the Verkhovna Rada Committee on Legal Policy.
In 2002, he won parliamentary elections again in the Odessa constituency. He headed the subcommittee on legislative support for political reforms and the organization of parliamentary control of the Verkhovna Rada Committee on Legal Policy.

On January 16, 2014, he voted for the 'dictatorial laws' - a package of undemocratic laws that significantly restrict citizens' rights and freedom of speech.
In the fall of 2014, he won the extraordinary elections to the Verkhovna Rada without a party. Member of the Ukrainian Sea Party of Sergei Kivalov. In April 2016, Verkhovna Rada Speaker Andriy Parubiy announced Kivalov's entry into the Opposition Bloc.
On March 16, 2017, Sergei Kivalov was dismissed from his position as Ukraine's representative in the Venice Commission by presidential decree due to the expiration of his term.
In the early parliamentary elections of 2019, he ran in the 135th single-mandate constituency (Odessa Oblast). According to the results of the voting, he lost in the constituency with a result of 31.63% against the candidate of Servant of the People Alexander Leonov, who received 40.21% of the votes.
In the local elections of 2020, he ran for mayor of Odessa for the Ukrainian Sea Party of Sergei Kivalov and took 5th place in the first round (6.06%, 12,516 votes). In the second round, he supported the candidate of OPZZ Nikola Skorik.
Scandals. The most scandalous story in Kivalov's biography is associated with the organization and conduct of the presidential elections in Ukraine, which in 2004 ended due to widespread falsifications in the Orange Revolution, a re-election in the second round, and the victory of opposition candidate Viktor Yushchenko.
The fact of widespread falsifications, which distorted the real picture of the will of the citizens in favor of the government candidate, Prime Minister Viktor Yanukovych, was proven in a lawsuit by the opposition in the Supreme Court of Ukraine. After Yushchenko's victory, the head of the CEC was summoned several times for interrogation to the Prosecutor General's Office and the UBOP, but he was neither criminally nor administratively prosecuted. In the eyes of a considerable part of Ukrainians, he, along with other senior politicians, took center stage and received the mocking nickname 'Pidraquy' during the days of Maidan.
