Born in Izyaslav, Khmelnytskyi region. In 1979, he graduated from the Kamianets-Podilskyi Higher Military Engineering Command School. In 1990, he graduated from the Frunze Military Academy in Moscow. In 1997, he graduated from the Academy of the Armed Forces of Ukraine.Career.
From 1979 to 1983, he served in a separate Guard Engineer-Sapper Battalion of the Airborne Division as a platoon leader and battalion commander.From 1983 to 1984, he was the head of the training center.

On July 3, 2014, President Petro Poroshenko appointed Michail Koval as deputy secretary of the National Security and Defense Council of Ukraine.
On February 17, 2015, Koval was appointed by presidential decree as the 1st deputy secretary of the NSDC (Oleksandr Turchynov).
On July 20, 2021, President Volodymyr Zelensky dismissed Michail Koval from his position as 1st deputy secretary of the NSDC.
