Oleg Nemchinov

Oleg Nikolaevich Nemchinov - Minister in the Cabinet of Ministers of Ukraine. Former Secretary of State of the Ministry of Youth and Sports of Ukraine, Doctor of Science in Public Administration, participant in the Anti-Terror Operation.
Place of birth. Education. He was born on May 1, 1977, in Lviv, grandson of the Hero of the Soviet Union, artilleryman Ivan Nikolaevich Nemchinov (1915-1979).
In 1994, he entered the Faculty of Geography at Ivan Franko National University of Lviv and graduated in 1999 with a degree in Geography.
In 1998, he completed military training at the Main Department of Lviv Polytechnic University.
In 2003, he graduated from Ternopil National Economic University with a degree in Public Administration.
In 2011, he graduated from the Lviv Higher Educational Institution of Economics and Law with a degree in Law.
In November 2013, he completed his postgraduate studies at the Lviv Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine.
In 2015, he obtained the scientific degree of Doctor of Philosophy in Public Administration.
Career. From August 1999 to November 2002, he served as an inspector, specialist of the 1st category in the Youth Department of the Humanitarian and Social Policy Directorate, Youth Department of the Department of Culture of the Lviv City Council.
From 2000 to 2004, he was a teacher at Vocational Technical School No. 32 in Lviv (part-time).
From June 2003 to May 2006, he was an assistant advisor to the Ukrainian deputy A.N. Gudimi.
From November 2006 to July 2007, he was the director of the Union of Construction Companies of Lviv Region.
From 2007 to 2015, he was the president of the Athletics Federation of Lviv Region.
From August 2007 to January 2009, he was the deputy general director of LLC 'Production and Trade Company 'Hotel 'Independence'.
From January 2009 to November 2010, he was the acting head of the department, head of the main department of industry and infrastructure of the Lviv Regional State Administration.
From August 2011 to October 2011, he served as the head of the training organization sector, senior lecturer at the Department of Public Administration and Local Self-Government of the Lviv Regional Institute of Public Administration.
From October 2011 to January 2012, he was the director of LLC 'Construction Alliance' (Hotel 'Opera', Restaurant 'Panorama').
From 2012 to 2014, he taught at the Department of Public Management and Foreign Languages as well as at the Department of Public Administration and Local Self-Government at the Lviv Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine.
From July 2014 to August 2014, he was the deputy head of the company for economic affairs, head of the economic and budget department of the state enterprise 'Production and Service Center of the Ministry of Revenues and Duties of Ukraine in Lviv Region', state enterprise 'Production and Service Center in Lviv Region'.
From August 2014 to April 2017, he worked for the Ukrainian Border Guard Service and held the rank of Major.
From January 2016 to February 2016, he participated in the Anti-Terror Operation in the Donetsk region.
From June 2016 to January 2017, he was the head of the Military-Civil Administration of the villages of Kominternove, Vodyane, and Zaichenko in the Volnovakha District of Donetsk Oblast.
From July 2014 to April 2017, he was the deputy head of the company for economic affairs - head of the economic and budget department of the state enterprise 'Production and Service Center in Lviv Region'.
From April 11, 2017, he served as Secretary of State of the Ministry of Youth and Sports of Ukraine. He was appointed due to an open competition by the decision of the Ukrainian government. In 2019, he left his position due to the merger of the ministry with the Ministry of Culture.
On March 4, 2020, he was appointed Minister of the Cabinet of Ministers in the government of Denis Shmygal.
Political career. From 1999 to 2002, he was a city council member in Lviv for the Ukrainian People's Party.
Family. His wife, Oksana Stetsuk, is a lecturer, Doctor of Geographical Sciences.
Declaration. According to the electronic declaration for the year 2019, the property is registered in his name as well as in the name of his wife and mother. The family has three apartments in Lviv and Kyiv, five plots of land totaling 25,000 square meters in Lviv and Lviv region. In 2019, he purchased a Chevrolet Volt (year of manufacture 2012) and a second car - ZAZ (year of manufacture 1979).
The total family income (including income from the sale of property, cash gift to the son, wife’s loans) exceeded 3 million hryvnias. Nemchinov has cash in the amount of 30,000 hryvnias, 2,800 dollars, 2,000 euros, and 44,000 dollars in banks.
