According to a study by YouControl, the financial indicators of Ukrainian officials significantly increased in 2024. Ministers have almost UAH 219.4 million in cash assets, which is 13% more than in 2023. The salaries of officials also increased by 24%.
The highest income declared for 2024 was by Vice Prime Minister Oleksii Chernyshov – UAH 37.5 million.Oleksii Chernyshov also tops the ranking of Cabinet members by the amount of declared cash assets, which amount to about UAH 137 million. The top five also included Denys Shmyhal, Herman Smetanin, Rustem Umerov, and Mykhailo Fedorov. The total declared income of ministers in 2024 is almost UAH 108 million, which is 11% more than the previous year. The average annual salary of Cabinet members is UAH 1.3 million. Six out of 21 officials have seen a decrease in cash assets, while six Cabinet members have seen their figures double. Among them are Yuliia Svyrydenko, Oleg Nemchinov, Herman Smetanin, Serhii Marchenko, Olha Stefanišina, and Oksana Zholnovych.
Salary growth and declining total income
In 2024, the ministers who increased their income the most are Svitlana Hrynchuk (71%), Rustem Umerov (65%), Andrii Sybiha (55%), and Nataliia Kalmykova (52%). Meanwhile, Rustem Umerov, Herman Halushchenko, Matviy Bidnyi, and Mykola Tochitskyi have lower total incomes. The increase in ministers' cash assets is explained by both currency fluctuations of savings and the growth of assets in UAH.
