Place of Birth. Education. Born in the city of Staraya Rusa in the Novgorod region (Russia). In 1985, he graduated from the Leningrad Academy of Civil Aviation with a degree in control systems engineering.

Career. 1985-1989 - Worked in the Petrozavodsk Aviation Brigade.

1989-1991 - Staff member of the Department of Control Systems and Computing Technology at the Academy of Civil Aviation (Leningrad).

Smart-Holding. A Ukrainian holding company with a number of assets in several key sectors of the economy - mining and metallurgy, shipbuilding, agriculture, construction and building materials production, finance, and machinery manufacturing.

In 2007, the group consolidated large equity stakes in OJSC Inguletsky Mining and Beneficiation Plant, ZAO Makeevsky Metallurgical Plant, and Bulgarian rolling mill Promet Steel, then merged them with the metallurgical assets of Metinvest Group, which belongs to billionaire and Regions Party MP Rinat Akhmetov. As a result of the merger, Smart Holding became the owner of more than 25% of Metinvest's shares. Additionally, Novinsky's holding controls OJSC Yakovlevsky Mine in the Belgorod region of Russia.

Smart Holding also includes the following assets:

- in shipbuilding - OJSC Kherson Shipyard, OJSC Chernomorsky Shipyard (Mykolaiv),

- in agriculture and food industry - the business groups Veres and Kalithansky Bacon,

- in construction - OJSC Krivoy Rog Building Association and LLC Eugene (this company was involved in the construction of the 'Troitsky' shopping center in Kyiv, the demolition delays of which could cause the 'Olympiysky' sports center to lose the right to host the finals of Euro 2012),

- in the production of building materials - OJSC Balaklavskoye Ore Mining named after Gorky, ZAO Evpatoria Building Materials Plant, ZAO Saksky Building Materials Plant, OJSC Zaporozhnerudprom, ZAO Turstroy, which has licenses for the development of several granite and sandstone deposits,

- in finance - Yunex Bank and the insurance company ZAO Industrial Insurance Alliance,

- in machinery - OJSC Dnepropress Plant.

Moreover, Smart Holding controls and develops the port complex 'Ochakov'.

About 20,000 employees are engaged in the group's companies.

In 2013, Smart Holding's co-owners reached an agreement with VTB to acquire the former subsidiary bank of Bank of Moscow in Ukraine, but the transaction failed.

Politics. Following the interim elections for a People's Deputy of Ukraine in the single-mandate electoral district No. 224 (Sevastopol), he entered the Verkhovna Rada as an independent. The elections in this district took place on July 7, 2013, due to the premature end of the term of Pavel Lebedev, who was appointed as Ukraine's Minister of Defense. OPORA observers noted that the voter turnout in these elections was about 24%. In the seventh Verkhovna Rada, he joined the faction of the Regions Party.

On January 16, 2014, he voted for the 'dictatorial laws' - a package of undemocratic laws that significantly restricted citizens' rights and freedom of expression. After the referendum in Crimea, Novinsky, who had acquired Ukrainian citizenship, declared his readiness to sell his criminal assets.

In the fall of 2014, he was elected to the Verkhovna Rada as a member of the Opposition Bloc in early elections (No. 11 on the list). Member of the Opposition Bloc faction.

On November 20, 2018, he was elected faction leader at a meeting of the Opposition Bloc faction.

In the early parliamentary elections of 2019, he participated as an independent in electoral district No. 57 (Mariupol). According to the election results, he won the district with 42.64%, surpassing the candidate from Servant of the People Vyacheslav Salgalov (24.10%).

On September 10, 2019, he became a member of the Parliamentary Committee on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories in the Donetsk-Luhansk Region, the Crimean AR, the city of Sevastopol, national minorities and interethnic relations.

On July 8, 2022, the Verkhovna Rada terminated the powers of People's Deputy Vadim Novinsky.

Wealth. According to experts from Focus magazine, whose rankings of '130 richest people in Ukraine' were published in February 2008, Novinsky's fortune was $2.770 billion. With this sum, the Russian-Ukrainian businessman took an honorable 9th place.

The magazine also noted that the year before, Akhmetov's key partner in the mining and metallurgy industry had 'only' $650 million.

According to Forbes magazine, he ranked 73rd in 2010 with a fortune of $950 million. In 2011, he ranked 37th on the list of the 200 richest businessmen in Russia with a personal wealth of $2.7 billion. Novinsky increased his fortune at a record pace to $4.4 billion - the 2nd place in the ranking of the 200 richest people in Ukraine in 2012.

Novinsky is one of the sponsors and participants in the pilgrimage of former president Viktor Yanukovych to Novy Afon in 2012.

Honorary president of FC Sevastopol LLC. On June 26, 2014, he suspended the financing of FC Sevastopol for political reasons.
