Oleg Rybachuk

Date of Birth: 22.04.1958
Place of Birth. Education. Resident of the village of Pohrebysche in the Vinnytsia region. In 1980, he graduated from Taras Shevchenko University in Kyiv, Faculty of Romance-Germanic Philology (specializing in translation and interpretation for English and French). From 1993 to 1996, he obtained a second higher education degree at the Kyiv National Economic University, Faculty of 'Finance and Credit' (specialization - economist).
Career. 1980-1986 - Inspector, Senior Inspector at the Kyiv Customs Office.
1986-1991 - Translator for English at 'Zakordonnafthbud' in the Republic of India.
1992 - Head of the Foreign Exchange Department of the Kyiv Savings Bank 'Kyivska Birzha Bank'.
1992-1999 - Head of the International Relations Department, Head of the International Banking Relations Department, Director of the International Relations Department of the National Bank of Ukraine.
1999-2001 - Head of the Office of the Prime Minister of Ukraine Viktor Yushchenko, with whom he is closely associated since his work at the National Bank.
2001-2002 - Deputy President of the Black Sea Trade and Development Bank in Thessaloniki (Greece).
2002-2005 - Member of the IV Parliament of Ukraine for Viktor Yushchenko's Block 'Our Ukraine' (No. 29 on the list). Member of the Our Ukraine faction, Chair of the Subcommittee on Banking and Currency Regulation of the Financial and Banking Committee of the Verkhovna Rada.
From February to September 2005 - Deputy Prime Minister of Ukraine for European Integration in the first government of Yulia Tymoshenko.
From September 2005 to October 2006 - State Secretary of Ukraine and then Head of the Presidential Office of Ukraine.
Since October 2006 - Advisor to the President of Ukraine Viktor Yushchenko. In December 2007, he was appointed 'extraordinary advisor'.
On March 4, 2008, he was suspended from performing his duties as an extraordinary advisor to the head of state by presidential decree.
After his resignation, he became the Chairman of the Supervisory Board of the 'Society' Foundation and took over the leadership of the 'Euro-Atlantic University', which is engaged in the integration of Ukraine into the EU and NATO.
From 2006 to 2008, he was the Chairman of the Supervisory Board of Oshadbank. Member of the Supervisory Board of UkrEximBank.
From December 2008 to May 2016, he was a member of the Supervisory Board of ArcelorMittal Kryvyi Rih.
In 2009 and to this day, he is the founder and head of the public organization 'Center UA'. One of the initiators of the public campaign 'New Citizen', 'Honest', the coalition of public organizations 'Reanimation Package of Reforms'. Co-founder of the analytical center 'Collegium of Anna Jaroslavna'.
Views and Assessments. In 2004, he was actively involved in the election campaign of the opposition candidate for the presidency of Ukraine, Viktor Yushchenko, and participated in the 'Orange Revolution'.
Member of the political council of the pro-presidential party People's Union - Our Ukraine, which formed the core of the parliamentary bloc 'Our Ukraine - People's Defense (NU-NS)'.
Led the Presidential Office after Oleksandr Zintchenko's demarche. Following the statement of his predecessor, Oleh Rybachuk began a corruption scandal around the close circle of Viktor Yushchenko, which ended with the resignation of Tymoshenko's government. The work of the Presidential Office under Oleh Rybachuk's leadership was not marked by scandals or upheavals in Ukrainian politics, and the head of the office did not attempt to transform into a 'gray cardinal' of the head of state. However, observers believe he did not set this goal. In contrast to his successor Viktor Baloha, who transformed the Presidential Office into an alternative executive center and initiated a war with Tymoshenko's second government after victory over Viktor Yanukovych's government in 2007.
Not coincidentally, Oleg Rybachuk expressed concern about the role of the Presidential Office in the power struggle of state authorities and the disputes among partners of the ruling coalition 'BYuT - NU-NS' after a series of attacks by Baloha and his team on the Cabinet. He emphasized that Viktor Baloha does not always reflect the president's position in his statements. And just a week later, he was suspended from carrying out his duties as an advisor by Viktor Yushchenko's order. Shortly after his resignation, Oleg Rybachuk stated in an interview with Interfax-Ukraine that he associates his resignation with the expressed critical attitude towards the relations between the Presidential Office and the Cabinet. He also mentioned that he received 'certain indirect warnings' from Bankova. The former advisor also stated that he would continue his public activity to support Ukraine's European and Euro-Atlantic course and would not participate in existing and future party projects.
Family. The politician is married. His wife Inna is a professional musician and a graduate of the Kyiv Conservatory (piano class), previously a music school teacher. The couple has two children - daughter Anna and son Stanislav.
The family of Oleg Rybachuk maintained close ties with the family of Viktor Yushchenko for years.
