Dmytro Volodymyrovych Tabachnyk - Minister of Education and Science of Ukraine (2010-2014).

Place of birth. Education. Born in Kyiv. In 1986, graduated from the historical faculty of Taras Shevchenko National University of Kyiv. Doctor of Historical Sciences, professor, full member of the Academy of Legal Sciences of Ukraine.

Career. Started his career as a copier and restorer at the Central State Archive of Film and Photo Documents of Ukraine.

From 1986 to 1990 - a graduate student, junior researcher at the Institute of History of the Academy of Sciences of the Ukrainian SSR.

From 1991 to 1992 - senior consultant, chief consultant of the secretariat of the Verkhovna Rada of Ukraine's commission on youth, physical culture and sports.

From 1992 to 1993 - head of the press service of the Cabinet of Ministers of Ukraine, press secretary of the Cabinet - head of the Main Department of Information and Relations with the Press and the Public.

From 1993 to 1994 - first deputy chairman of the State Committee of Ukraine for Press, Publishing and Book Distribution.

The first position in the chain of highest state posts was the head of the President's Administration of Ukraine, which Tabachnyk held for two years (before that - in the autumn of 1994 - he headed Leonid Kuchma's electoral headquarters). During this time, he became a well-known and quite experienced politician. The opinion of 'all-powerful Dima' (as he was nicknamed for his political influence) on various issues played a significant role for the head of state. In addition, until 1997, Tabachnyk was a member of the National Security and Defense Council, the Constitutional Commission, and headed several advisory and consultative bodies under the President.

After resigning in 1997 as head of the presidential office, he continued to work for another year as an advisor to the head of state. In 1999, he was one of the leaders of Kuchma's election campaign for a second term.

From 1998 to 2003 - a deputy in the parliament of the III and IV convocations. At the same time, he serves as chief researcher in the national minorities department of the Institute of National Relations and Political Science of the NAS of Ukraine. In the first government of Victor Yanukovych (from November 2002 to February 2005), he was entrusted with overseeing social and humanitarian spheres as vice-prime minister. After the Orange Revolution and his dismissal, Tabachnyk became the director of the public organization National Expert Institute of Ukraine, in the spring of 2006 he became a deputy of the Verkhovna Rada of the Autonomous Republic of Crimea (elected on the list of Yanukovych's block!).

In the 2004 presidential elections, he fiercely fought for Yanukovych's victory. As well as in the 2006 parliamentary elections, he led Yanukovych and the Party of Regions. This loyalty, combined with other merits, led to Tabachnyk's return to the government of the leader of the 'regions' on 4 September 2006 - again as a vice-prime minister for humanitarian affairs.

In the early parliamentary elections in September 2007, he became a people's deputy of the VI convocation from the PR. He resigned as a deputy when appointed Minister of Education and Science in Mykola Azarov's government formed in March 2010 after Yanukovych's victory in the presidential elections. On December 9, 2010, he headed the Ministry of Education and Science, Youth and Sports, which emerged as a result of optimizing the central government structure.

On February 28, 2013, President Yanukovych reorganized the Ministry of Education and Science, Youth and Sports and the State Service for Youth and Sports, creating the Ministry of Education and Science and the Ministry of Youth and Sports. Tabachnyk remained the head of the first, and Ravil Safiullin headed the second.

On February 27, 2014, the Verkhovna Rada dismissed Tabachnyk from his position as head of the Ministry of Education and appointed the rector of the Kyiv-Mohyla Academy, Serhiy Kvit, in his place (in the Arseniy Yatsenyuk's government).

Sanctions. On March 5, 2014, the European Council announced the freezing of assets of the ousted president of Ukraine Viktor Yanukovych and 17 former officials and associates of Yanukovych, suspected of illegal use of budget funds. Dmytro Tabachnyk also entered this list.

On May 25, 2015, the Attorney General's Office of Ukraine charged Tabachnyk with embezzlement in the case of the illegal appropriation of 2.76 million hryvnias by the heads of two agencies accountable to Tabachnyk: the Institute of Innovative Technologies and Education Content and the state publishing house 'Osvita.'

On June 6, 2015, the EU published a decision to extend sanctions against Dmytro Tabachnyk for another nine months.

In July 2015, the Security Service of Ukraine put Tabachnyk on the wanted list, accusing him of stealing state property on a large scale (part 5 of article 191 of the Criminal Code of Ukraine).

On June 30, 2016, the Pechersk District Court of Kyiv arrested both the cash and precious metals in the bank accounts of Dmytro Tabachnyk, as well as the bank accounts opened at Oschadbank.

On November 23, 2022, SBU reported that its investigators collected evidence of crimes against the fundamentals of national security of Ukraine committed by Dmytro Tabachnyk. It was established that the former 'regional' has been actively 'consulting' leaders of the Russian occupation administrations in the Kherson and Zaporizhia regions after the large-scale invasion of the Russian Federation.

In 2023, he was stripped of Ukrainian citizenship.

Views and assessments. He is considered a 'typical representative of Kuchma's era'. He is attributed usual elements of that time such as the use of telephone rights, political intrigues, and the struggle for control over 'access to the body of Danilych'. His personal definition of 'Kuchmism' is interesting: '...It is a politically stable regime with elements of authoritarianism, characterized by successful reform and high rates of economic growth and social guarantees, ensuring the formation and progressive development of civil society over ten years and turning Ukraine from a de jure state into a de facto power.'

Tabachnyk advocates for the expansion of the rights of the Russian language in Ukraine and is one of the ardent opponents of the country's accession to NATO. During the conflict between President Viktor Yushchenko and the ruling 'anti-crisis' coalition, he took a clearly pro-coalition and pro-premier position.

In April 2008, after the announcement of early elections for the mayor of Kyiv and members of the Kyiv City Council, the presidium of the Party of Regions decided to nominate Tabachnyk for the capital's head position. Until then, the most likely candidate from the Party of Regions was MP Vasyl Horbal. According to party associate Andriy Kliuyev, Tabachnyk is 'a very smart, literate, quite qualified person and a worthy candidate'. However, soon the regional candidate withdrew.

Scandals. During his time in power, Tabachnyk became involved in numerous high-profile scandals. Among them is the attempt to publish a decision of the Central Election Commission on Yanukovych's victory in the presidential race in the government newspaper Uryadovyi Kurier (along with Cabinet Minister Anatoliy Tolstoukhov). Another involves the disappearance of unique documents from the state archive in Lviv. Yet another is the dubious nationwide social action 'Zir' for distributing cheap Chinese-made glasses to war veterans for free. However, no scandal has yielded legal consequences for Tabachnyk. 'I provided explanations and went to the Prosecutor General's Office of Ukraine as if for work throughout 2005. In December 2005, everything finally ended,' the politician once said.

Awards. Awarded orders of Yaroslav the Wise of the V degree and Bohdan Khmelnytsky of the III degree, 15 orders and 8 medals from foreign states. Honored Worker of Science and Technology of Ukraine.

Author and co-author of several hundred scientific works on the history of Ukraine, political science, military and political history, and socially-political themes.

Family. Married. Spouse - Tatyana Nazarova - actress of the National Theater of Russian Drama named after Lesya Ukrainka.

Hobbies. Among his interests are collecting antique awards and other rare items, painting, and theater.
