The tender for the repair of kindergartens in Odessa region was won by a 20-year-old student.
Safianivska village council conducted procurements without using the electronic system
The Safianivska village council in the Izmail district conducted procurements for the repair of two kindergartens without using the electronic system. Both contracts were concluded with the entrepreneur Amina Zamfirova, a student of a pedagogical university. This was reported by 'Anti-Corruption Dimension' with reference to ProZorro.
The Safianivska village council's education department entered into two agreements for repair works in nursery schools for a total of almost UAH 1.25 million. This included preparations for the heating season and renovation of the toilet room for the nursery school 'Dzherelce' in the village of Kamianka, as well as the repair of the basement shelter at the 'Zolotiy Klyuchyk' institution in the village of Saf'iani.
Both contracts were concluded without using the electronic system, directly with the individual entrepreneur Amina Zamfirova.
Doubts about the experience of the young student
The young student Amina Zamfirova registered as an individual entrepreneur only on July 12, 2024. Nevertheless, this did not prevent the Safianivska village council's education department from entering into two contracts with her for a total of almost UAH 1.25 million without any competition.
It is unknown whether the 20-year-old student has any experience in carrying out repairs for shelters or heating systems.
