According to ТСН: Today, NABU and SAP announced that they have uncovered a group of five deputies who paid their colleagues for votes in the Supreme Council.

Among the participants in this scheme were:

  • Evgenij Pivovarov;

  • Igor Negulewsky;

  • Jurij Kisiel;

  • Olga Sawtschenko;

  • Michail Laba.

What is known about them

Evgenij Pivovarov

Evgenij Pivovarov is a member of the Council Committee on Energy and Utilities, as well as the chairman of the subcommittee on central water supply, wastewater, heat production, and heating supply.

According to the publication 'Needle', he was one of the founders of a housing company in Kharkiv that became the center of a scandal in 2018 due to the legality of transferring land to a cooperative worth about 10 million UAH.

In 2025, he voted for the abolition of the independence of the anti-corruption agencies NABU and SAP.

Igor Negulewsky

Igor Negulewsky is a deputy of the IX session, elected in a majoritarian district (Mykolaiv Oblast) as an independent. He is a member of the Transport and Infrastructure Committee and the chairman of the subcommittee on road transportation.

Analysis by 'Chesno' shows that Negulewsky is on the list of deputies who receive almost maximum compensations for housing from the state despite significant wealth in their declarations.

Furthermore, media reports mention that due to his contribution to supporting a mobile hospital in Bashtanka, Russian troops carried out a missile strike at the cited coordinates on June 6, 2022.

Jurij Kisiel

Jurij Kisiel is a deputy of the IX session, deputy chairman of the faction of the 'Servant of the People' party, and chairman of the parliamentary committee on Transport and Infrastructure.

He was born in Kryvyi Rih and also heads the Dnipropetrovsk regional organization of the 'Servant of the People' party.

In November 2025, his name was included in the investigations by NABU and SAP regarding corruption in the energy sector (Operation 'Midas').

Olga Sawtschenko

Olga Sawtschenko is the deputy chair of the 'Servant of the People' faction. Before her election to Parliament, she worked as a lawyer in a scientific and productive company 'Irkom - EKT'.

This summer, she also supported a controversial draft law that granted the Prosecutor General the authority to influence the activities of NABU and SAP.

Michail Laba

Michail Laba is a politician from Transcarpathia who was elected to Parliament in a majoritarian district. Previously, he served as the mayor of Nevytske from 2010 to 2015. The settlement of Nevytske is located 12 km from Uzhhorod near the Slovak border.

Laba is a member of the parliamentary budget committee. He is also the president of the All-Ukrainian Association of Local Self-Governments.

In a comment to 'News from Transcarpathia', he denied all allegations and called them 'an attempt to discredit Parliament and part of an informational attack'.

We remind that NABU and SAP had previously reported the uncovering of an organized criminal group, of which deputies of Ukraine were members who systematically received bribes for votes in Parliament.

According to ZN.UA, deputy Jurij Korjavtschenkov, better known as 'Yuzik', managed to leave Ukraine. NABU officially stated that no searches would be conducted at Jurij Korjavtschenkov ('Yuzik').

These events underscore the seriousness of corruption revelations in the country, which require attention from society and law enforcement agencies. The actions of deputies attempting to buy votes are not only illegal but also undermine trust in state institutions. The response of society to such revelations can influence the future development of anti-corruption policy in Ukraine.
