Deputy Chairman of the NBU Yuriy Heletiy stated that the 2025 budget includes a dollar exchange rate of 45 hryvnias. According to Heletiy, the NBU considers this dollar rate to be calculated and does not influence their decisions. The NBU always adheres to the actual rate determined by the market.

According to Heletiy, an inflated rate can lead to inflated import taxes and increase the amount of international aid in the hryvnia equivalent.
The Ministry of Economy expects the average dollar rate in 2024 to be 40.8 UAH/USD, but the draft budget for 2025 includes a rate of 45 UAH/USD.
