Head of the State Fiscal Service Nasirov on VAT Refunds: Worthless Deals Instead of Solutions.
A closed meeting of the head of the State Fiscal Service of Ukraine, Roman Nasirov, with business representatives took place, during which he was unable to clearly answer questions regarding automatic VAT refunds and overpayment of corporate tax. This information was conveyed by business representatives after the event held at the American Chamber of Commerce, UAprom reports.
Entrepreneurs noted that Nasirov tried to communicate with them constructively, but in response to questions about VAT refunds and corporate tax overpayments, he used the terms 'worthless deals' and 'tax pits'.
Meeting participants drew Nasirov's attention to the negative practices of tax authorities in declaring deals worthless and the actions of the tax police regarding the persecution of company executives and chief accountants, Oleg Chayka, the director of tax consulting at KPMG in Ukraine, reported.
Some participants promised to provide recommendations on how to resolve these issues, but noted the head of the Fiscal Service's lack of readiness to address these matters. There is an opinion that Nasirov should also pay attention to current issues of proper tax administration, not just the reform of the system.
One source, who wished to remain anonymous, noted a negative aspect of the meeting when Nasirov dismissed responsibility for the tax pressure on industry and redirected questions to the Ministry of Finance and deputies, instead promising to look into complaints from foreigners.
According to the State Fiscal Service, the state's debt to Ukrainian enterprises for VAT refunds amounts to UAH 12 billion, with the largest debts owed to metallurgical enterprises.
The debt to other sectors of the economy is also significant. Big business considers the methods of the tax service unacceptable and hopes for a swift resolution of problems in this area.
