Ukraine introduces a points penalty system for drivers: what will change

According to inkorr.com: Discussions are ongoing in the Ukrainian Parliament about the introduction of a points penalty system for drivers. The draft law submitted on October 21 aims to enhance road safety. The initiator of this project is Volodymyr Kreidenko, a member of 'Servant of the People', who noted that such a system already exists in many countries of the European Union.

Traffic Accident Statistics

According to the Department of Patrol Police of Ukraine, over the first nine months of 2025, there were more than 16 thousand road traffic accidents with casualties, resulting in the deaths of 1,968 people. One of the main tasks is to deter drivers from speeding, as this often becomes the cause of accidents. This was reported by Oleksiy Biloshytskyi, the First Deputy Head of the Department.

Points Penalty System

According to the new draft law, drivers who consistently violate traffic rules will receive penalty points. Accumulation of these points may lead to temporary or complete revocation of the driver's license. The main goal is to encourage drivers to be more responsible towards road traffic and adhere to the rules.

Sanctions for Violations

Since the beginning of the year, over 3.9 million traffic rule violations have been recorded through the automatic fixation system and about 600 thousand cases using TruCAM devices in manual mode. It is important to note that fines are not only punishments but also a way to ensure the safety of all road users.

The draft law on the introduction of penalty points for drivers is registered in the Verkhovna Rada and aims to enhance safety on Ukrainian roads. Given the statistics of accidents and violations, this initiative becomes especially relevant in the context of reducing the number of traffic accidents and casualties on the roads. It is expected that the implementation of this system will encourage drivers to take more responsible attitudes towards traffic rules, which in turn may lead to a decrease in tragic consequences on the roads of the country.
