Russia has changed tactics: three regions of Ukraine are under the blows of energy depletion.
According to ТСН: Russia has changed its strategy and abandoned efforts to cause a nationwide blackout, focusing instead on regional depletion and selecting specific regions as targets. This was reported by Alexander Kharchenko, director of the Energy Research Center, during a broadcast on Radio NV.
According to Kharchenko, earlier Russian military efforts tried to impact the entire energy system of Ukraine, but they realized that this approach was not yielding results. Therefore, they switched to a new tactic that involves territorial distribution and attempts to isolate nuclear power plants.
“If you remember, several months ago, the attacks were predominantly in such a profile. It seems they understood that they also lacked the capacity here; they cannot achieve the effect they want. And then they came up with a new tactic, which consists of two elements,” Kharchenko noted.
Firstly, Russia is trying to destroy any infrastructure within 100 kilometers of the front line, striking all facilities in this territory.
“Substations 110, boilers, substations 35 kilovolts, even quite small ones. They are just hitting whatever they can reach,” the expert added.
Secondly, the new tactic consists of massive strikes on specific energy-deficient regions. Currently, in Kharchenko's opinion, the main targets are:
Kyiv and Kyiv region,
Odesa region,
Dnipropetrovsk region.
“This is the Kyiv region, which has already experienced three such waves. This is Odesa, which has also endured two major waves, and this is Dnipropetrovsk, which has faced the first major wave and several smaller ones. Here are three regions that the Russians are currently focusing on, trying to knock out infrastructure in these regions as much as possible. They know that these are energy-deficient regions and have focused on destroying their generation and maximizing the limitation of electricity supply from outside. This concerns both Kyiv and Kryvyi Rih, Dnipro, Odesa,” concluded the energy expert.
Kharchenko believes that on a national level, Russia has failed to achieve a blackout, and they are likely no longer trying to do so.
“But on a regional level, due to the high concentration of strikes, where 15 missiles are directed at each important facility, they manage to break through,” he summarized.
The change in strategy of the Russian military indicates an adaptation to the changing situation at the front. The choice of new targets focused on energy-deficient regions underscores their attempt to increase pressure on Ukraine during a difficult time for it. These actions undoubtedly negatively impact the energy stability of the country, creating additional challenges for its recovery and prosperity.
