Hungary refuses to open negotiation clusters for Ukraine

According to Espreso.tv: At a July 17 meeting of the EU Council's Working Group on Enlargement (COELA), Hungary declined to greenlight the opening of negotiation clusters No. 2 and No. 3 for Ukraine. While Budapest agreed to open cluster No. 3 for Moldova, that proposal failed to secure backing from the majority of EU member states. This development highlights the persistent political hurdles Ukraine faces on its path toward European Union membership.

Earlier, on June 8, EU Enlargement Commissioner Marta Kos visited Kyiv to discuss Ukraine's European integration efforts. Then, on June 15, formal accession talks for Ukraine officially kicked off with the opening of the first EU legislative cluster, known as 'Fundamentals.' That milestone was accompanied by European Commission President Ursula von der Leyen's announcement of unanimous support for launching the initial negotiation cluster.

Outlook for cooperation with the EU

The next COELA session is scheduled for July 22, offering a fresh opportunity for further discussions on deepening EU cooperation with both Ukraine and Moldova. The stalemate over the new clusters underscores the complexity of the EU integration process and the influence individual member states wield in shaping its pace. Hungary's refusal to open additional clusters for Ukraine may reflect specific political or economic interests that sway decisions within the bloc. This situation also emphasizes the critical need for continued dialogue and compromise to advance Ukraine's progress toward European integration. Upcoming COELA meetings could prove pivotal in crafting new strategies for collaboration among Ukraine, Moldova, and the European Union.
