According to inkorr.com: A meeting of the Headquarters dedicated to the preparation of housing and communal services and the fuel and energy complex for the winter season 2025/26 was held in Chernihiv. The main goal is to ensure stable passage through this period during martial law.

According to the Ministry of Community and Territorial Development, special attention has been paid to readiness for the heating season, the functioning of the united energy system in crisis conditions, and ensuring the vital activity of the population.

'The average readiness of housing and communal services across the country exceeds 95%. For example, in Chernihiv region, more than 93% of the housing stock is prepared, more than 95% of kindergartens, schools, and hospitals, and more than 92% of heating plants. Over four kilometers of heat networks have been replaced, boilers and heat points have been repaired, and stocks of coal and pellets have been created. Similar works are ongoing in Dnipropetrovsk, Donetsk, Zaporizhia, Mykolaiv, Odesa, Sumy, Kharkiv, and Kherson regions,' said Deputy Prime Minister for the Reconstruction of Ukraine - Minister of Community and Territorial Development Oleksiy Kuleba.

Deployment of Distributed Generation and Readiness for Emergencies

One important direction of preparation is the implementation of distributed generation, which allows for stability even in cases of damage to centralized networks. In Chernihiv, five cogeneration units with a total power of 3.3 MW have been installed, as well as twelve block-module heating plants with a total capacity of 12.4 MW. Such projects are also being implemented in other regions to ensure autonomy in heating and electricity supply.

In addition, the issue of access to basic services for the population in emergencies was discussed. In Ukraine, there are over ten thousand resilience points equipped with generators and fuel so that people can receive heat, electricity, water, and communication during outages. It is also planned to open additional heating points if needed, control the availability of fuel for the operation of generators in housing and communal services and social infrastructure.

'We are entering the fourth heating season amid war. This means we have to be ready for any scenarios: from ordinary emergency situations to massive shelling. The task of the Headquarters is to maintain full coordination, create reserves of equipment and materials, and rehearse actions in case of crisis events,' noted Oleksiy Kuleba.

Thus, the meeting in Chernihiv focused on the preparation of the housing and communal sector for the winter period amid war. The main attention was paid to readiness for the heating season and ensuring the vital activity of the population during the crisis. Overall, the country is 95% ready, and similar measures are being carried out in other regions.
